摘　　要：目的:分析我国基本医疗保障制度伦理价值的内涵,"碎片化"基本医疗保障制度面临的伦理困境及化解基本医疗保障制度"碎片化"伦理困境的出路。方法:基于"碎片化"基本医疗保障制度的现状,主要运用文献分析法来进行研究。结果:我国目前的基本医疗保障制度是分群体而设立的,其运行是"碎片化"而非一体化的,制度正面临缺失公平公正的伦理价值的困境。结论:破解基本医疗保障制度"碎片化"伦理困境的出路在于制度设计与实施的公平。Objective To analyze the connotation of ethical value of basic medical insurance system, ethical dilemma of frag- mented basic medical insurance system and its countermeasures. Methods The status of fragmented basic medical insurance system was studied with literature analysis method. Results The current basic medical insurance system in China is established in different population ,which operated in fragmentation rather than in integration. And the system is facing the ethical dilemma lacking of fair- ness and justice. Conclusion The fairness of system design and implementation can break the ethical dilemma of fragmented basic medical insurance system.
