摘　　要：目的:探讨医疗机构在电子病历的应用和管理中存在的患者隐私权泄露的问题以及该问题在不同级别医院中的特点。方法:以假设检验的方法对二级和三级综合性医院中电子病历的应用和管理进行对比研究。结果:二级和三级综合性医院在电子病历的应用以及质量控制和管理等环节中都存在患者隐私权被侵犯的风险。虽然三级综合性医院在管理和质量水平上应优于二级综合性医院,但这种管理水平上的差异并没有在电子病历中患者隐私权的保护方面体现出来。结论:三级和二级综合性医院都应重视电子病历中患者隐私权的保护问题并采取相应的措施切实保证电子病历的安全性和私密性,从而保护患者的隐私权不被侵犯。Objective To discuss the problem of disclosure of patient privacy in the application and management of electronic medical records at different grade of hospitals. Methods A comparative study of application and management of electronic medical records in second-grade hospitals and third-grade hospitals was used on methods of hypothesis test. Results There are problems of invasion of patient privacy in terms of application and quality control and management of electronic medical records in second-grade hospitals and third-grade hospitals. Although the level of management and quality of third-grade hospitals was better than second- grade hospitals, this difference did not show in the protection of patient privacy in electronic medical records. Conclusion Second- grade hospitals and third-grade hospitals also should take measure to protect the security and privacy of electronic medical records and thus to protect the patient privacy.
