行政审批市县层级一体化改革研究——以嘉兴市为例

摘　　要：我国传统行政审批制度在管理与实践过程中的政府层级多、职能碎片化、改革协同性不强、审批效能不高,针对这些现实问题,嘉兴市行政审批市县层级一体化改革采取的具体措施如下:1)市县一体,全面放权,推进纵向联动的扁平化改革;2)优化流程,高效审批,推进横向互动的集成化运行;3)转变职能,加强监管,推进纵横协动的立体化监管。这些措施率先提出了行政审批市县层级一体化改革的思路,首创市县行政审批层级一体化的制度体系,创新了审批和服务方式,探索了行政审批标准化、信息化相结合的管理技术和政府立体化监管网络的建设。提出了虽有一定的创新,但仍面临审批事项、审批环节过多,中介服务蚕食行政审批制度改革成果,事中、事后监管转型滞后,行政审批服务平台建设有待提升等方面的制约,应进一步加强审批事项的清理规范,加强审批方式的创新,加强审批中介服务的管理,加强事中、事后监管,加强行政服务平台建设。In order to resolve such problems existing in China＇s traditional administrative approval systems as too many levels of administration departments,functional fragmentation,weak reform collaboration and low efficiency in administrative approval,specific measures are made in municipal-county integrated reform of administrative approval in Jiaxing：first,streamlining administration by integrating cities and counties as an organic whole to promote the longitudinal and flattening reform;second,optimizing processes with efficient approval to promote horizontal interaction and integrated operation;third,strengthening supervision and regulation through function transformation to propel the three-dimensional supervision.There still exist problems in the current administrative approval systems like complex administrative approval procedures,too many administrative approval items,too many intermediary agencies,etc.More efforts should be made to cut unnecessary administrative approval items,make innovations in administrative approval modes,strengthen the management of intermediary agencies of the administrative approval,reinforce the construction of administrative service platforms.
