摘 要:目的 :分析2006—2014年上海市浦东新区卫生人力资源的配置状况,为浦东新区医疗机构的人力资源发展和配置提供决策信息。方法 :收集浦东新区卫生统计资料和以往有关人力资源的研究数据,并在2015年对浦东新区的公立医疗机构进行了问卷调查。结果 :2014年,浦东新区共有卫生人员34 675人,每千户籍人口卫生技术人员数9.83人,每千常住人口卫生技术人员5.20人。共有16所区属公立医院,拥有卫生人员1.25万人,卫生技术人员占84.22%;共有45所社区卫生服务中心,拥有卫生人员6 666人,卫生技术人员占83.44%。区属公立综合性医院卫生技术人员中,40岁及以上者占33.23%,本科及以上学历者占57.00%,高级职称者占12.11%;区属公立专科医院卫生技术人员中,上述比例分别为36.99%、49.84%、8.64%;社区卫生服务中心卫生技术人员中,上述比例分别为36.37%、50.68%、3.27%。区属公立综合性医院、区属公立专科医院和社区卫生服务中心的卫生人员人均医疗服务量分别为1 890.11人次、2 357.90人次、3 199.63人次。结论 :浦东新区卫生人力资源总量增长迅速,但人均配置量较低,卫生人员人均医疗服务量增长。如何适当增加卫生人员数,以降低卫生人员的工作压力,值得各级政府关注。区属公立医院和社区卫生服务中心各类卫生人员的构成明显优化;卫生技术人员的文化程度、职称有所提升。但专科医院年轻卫生技术人员、社区卫生服务中心高级职称卫生技术人员仍有不足。应加大相关人才培养,通过人才奖励和分配制度改革引入更多年轻、高学历、高职称的卫生技术人员。Objective:To analyze the allocation status of health human resources in Pudong New Area,Shanghai from 2006 to 2014 in order to provide information for decision making in human resource development and allocation. Methods:The data from health statistic reports and previous survey of health human resources in Pudong New Area were collected,and a questionnaire survey of all public health institutions was conducted in 2015. Results:The number of health personnel in Pudong in 2014 was 34 675;the number of health professionals per thousand registered populations in 2014 was 9.83;the number of health professionals per thousand resident populations in 2014 was 5.20. Sixteen public hospitals owned 12.5 thousand health personnel,of which health professionals accounted for 84.22%in 2014,while 45 community health service centers owned 6 666 health personnel,of which health professionals accounted for 83.44%. The health professionals who were 40 years old and above,who were university graduate and above,who had senior professional title in public general hospitals accounted for 33.23%,57.00% and 12.11%,respectively;that in public specialized hospitals accounted for 36.99%,49.84%and 8.64%;that in community health service centers accounted for 36.37%, 50.68%and 3.27%. Medical service quantity per capita of health personnel in public general hospitals,public specialized hospitals and community health service centers was 1 890.11,2 357.90 and 3 199.63,respectively. Conclusion:The total health human resources in Pudong are growing rapidly,while the health human resources per capita are relatively deficient.Medical service quantity per capita of health personnel is increasing as well. It is suggested that governments pay attention to increase health personnel so as to reduce the working pressure.
