摘　　要：通过对高校基层党委(总支)的基本情况、院(系)党政联席会议制度建立情况、院(系)党政联席会议工作开展情况进行了问卷调查,分析了当前高校院(系)党政联席会议制度在建立落实及工作开展过程中存在的问题,提出应加强"三严三实"专题教育活动,注重思想建设;明晰院(系)党政联席会议制度的党务和行政领导的职责;树立院(系)党政领导全局意识和协作精神;完善对二级部门领导班子配备、监督和考核工作等改进措施。By means of the questionnaire survey about the fundamental state of Grass-root Party Committee,implementation of the system foundation and proceeding situationof college Joint Conference for Party and Government,the article analyzes the problems of its implementation and development,and proposes some improvement measures： we should reinforcethe thematic education activities and pay much attention to ideological building,distinct the responsibilitiesbetween the Party leadership and administrative leadershipof the Joint Conference for Party and Government in colleges,establish the global consciousness and cooperation spirit of the Party leadership and administrative leadership,and perfect the allocation,supervision and assessment of secondary section leading group.
