摘　　要：文中分析了黑龙江流凌期监管救助现状及搜救难点,提出了建立首个流凌期立体监管救助体系的相关建议,此体系将填补界河流凌期海事监管救助空白,构筑起一道保障人民群众生命的安全网。The paper analyzes the existing conditions of the supervision, control, search and rescue （SAR） for the Heilongjiang River during the ice flow period as well as the relevant difficulties. It provides suggestions on establishing the first multidimensional system for the supervision, control, and SAR of the river in such a period. The system is intended to fill the gap in the maritime control and SAR of the boundary river during the ice flow period and set up a safety net for safeguarding the people’s lives.
