基于中国足球协会双重代理的中超联赛组织管理结构变革

摘　　要：以中超联赛组织管理结构为研究对象,以均衡联赛的投资者利益、社会义务与政治责任为研究目的。研究认为:(1)实现中超联赛组织管理结构管办分离的关键,在于中国足球协会改革转型为政府与市场的双重代理人,促使双方合作博弈均衡的达成。(2)中国足球协会双重代理的改革转型实现策略,是达成其"实体化"改革目标,并进一步合理化中国足球协会与职业联赛理事会的关系结构。(3)以中国足球协会的双重代理改革转型为支点,构建符合"政事、政社、政企分离,管办分离"要求的中超联赛组织管理结构。By basing the research subject on China Football Super League （CFSL） organization management structure, and the research objective on balancing the investor interests, social obligations and political responsibilities of the league, the authors analyzed the topic of CFSL governance and management separation, and revealed the following research re-sults： 1）the key to realize the governance and management separation of CFSL organization management structure is that China Football Association （CFA） reforms and transforms into a double agent for the government and the market, so as to promote the achievement of cooperative gaming balance between both parties; 2）the strategy to realize the double agency reform and transformation of CFA is to fulfill its ＂substantialization＂ reform objective and adjust the structure of relation-ship between CFA and Professional Football League Council; 3）a CFSL organization management structure that meets the requirements of ＂separation between politics and undertakings, politics and society, politics and enterprises, governance and management＂ should be built based on the double agency reform and transformation of CFA.
