摘　　要：本文从政策文件梳理了我国政府对社会办医态度及政府治理策略的变迁,并分析了社会办医的发展态势及发展所遇到的障碍,主要体现在政府促进政策执行不力和监管不到位两方面。建议明确政府在社会办医治理的职能应重在监管,并探索加强与行业协会形成政社共治的监管模式,以期为社会办医资源治理提供新思路。The paper analyzed the changes of the government＇ s attitude toward private health institutions and the governance strategies in China, and summarized the tendency and barriers in the development of private health institutions,which is mainly manifested in poor implementation of policy and supervision. It is suggested that government should focus on supervision in the governance of private health institutions and explore the cooperation with the industry and relevant associations in the supervision,in order to provide new thoughts for the governance of private health institutions.
