水价调整对农业种植结构及用水效率的影响研究以张掖市节水型社会建设试点为例

摘　　要：由于水资源的公共产品或准公共产品特性,导致水价在水资源管理中的作用未受到足够重视。水价作为调节流域水资源配置和利用的主要经济手段,是未来水资源管理的重要研究内容。以张掖市节水型社会建设试点(甘州区、临泽县、高台县)为例,根据1990—2013年该区域农业水价的变化情况,分析了水价调整对农业种植结构和用水效率的影响。结果表明:水价调整虽然未能使农业种植结构发生变化,但却提高了农业用水效率。Because of the public product or quasi- public product feature of water resources,the role of water price in water resources management was not paid great attention. The price of water,one of the major economic meant to adjust river basin water resources allocation and utilization,was an important direction of water resource management research in future. This paper took water- saving society construction pilot of Ganzhou district,Linze County and Gaotai County in Zhangye City as typical example,and analyzed the influence of water price adjustment on agricultural planting structure and water resources utilization efficiency,according to the changes of the regional agricultural water price from 1990 to 2013. The results showed that the water price adjustment failed to change agricultural planting structure,but optimized the agricultural water resources utilization efficiency.
