公平—效率分析框架下我国旅游业改革研究述评

摘　　要：改革开放以来,我国旅游业改革经历了管理体制改革—综合配套改革—全面深化改革的历程。通过对改革开放以来我国核心期刊特别是CSSCI期刊文献的梳理,发现学界对这一领域的研究也主要集中在这三大方面,且前期更多关注效率改革,后期更多关注公平改革。其中,旅游管理体制改革研究主要涉及旅游宏观管理体制、旅游国企治理结构、遗产和景区管理体制、旅游价格管理体制等方面,而旅游综合配套改革、旅游全面深化改革研究则是对前一阶段研究主题的拓展和深化。总体上,学界对旅游业改革的研究落后于产业实践,并受政策影响明显,学术前瞻性和独立性不够。今后中国旅游业改革发展及其研究需要守正创新——即公平效率原则,围绕国民健康幸福方向进一步展开,回归旅游休闲业发展的本质和旅游学科研究的使命。Since reform and opening up,tourism experienced from management system reforms to comprehensive and coordinated reforms,and then to the present course of deepening reform in an all- round way. Through reviewing the core journals especially CSSCI periodical literature since the reform and opening up,the authors found that academic study on this domain focused on the three aspects. It paid more attention on efficiency reforms at earlier stage and fairness reforms at later. Among which,research on tourism management system reform mainly involved tourism macro-management system,tourism management structure of state- owned enterprises,heritage and scenic spot management system,and tourism price management system,etc,and researched on tourism comprehensive and coordinated reforms,and tourism deepening reforms was the expansion and deepening to research topics of preceding stage. Generally speaking,academic research on tourism reforms fell behind industry practice,and the perspectiveness and independence of academic were not enough under the policy orientation. The tourism reforms and development were always on the road,and so its research was Chinese tourism reform and development and its research needed to keep innovation around the direction of national healthy and happiness,and the fair- efficiency principle,so as to return to the essence of the tourism and leisure industry,and the mission of its study.
