民生福祉导向的中部地区社会发展进程评估

摘　　要：民生福祉是社会发展的根本出发点和主要落脚点。人口质量与居民生活是社会发展的核心所在,公共服务、社会保障、和谐发展构成了区域社会发展的辅护条件,区域社会发展是"主辅"机制协同作用下民生福祉的动态演进过程。构建基于民生福祉视角的中部地区社会发展进程测评框架和指标体系,对1990—2011年("八五"初到"十一五"末)中部地区社会发展进程综合评价和比较分析发现:1990—2011年中部地区社会发展进程稳步推进,尤其是2006年之后进程大大加快;"十一五"末中部六省社会发展差异趋向扩大,而东中西部社会发展的区域差距相对缩小;"十一五"末中部六省人口质量、居民生活、公共服务、社会保障、和谐发展五个社会发展维度之间趋向均衡发展;1990—2011年,中部地区人口质量呈增长态势,居民生活水平整体呈现更快增长势头,"九五"时期改善尤为显著。公共服务水平整体呈提升态势,社会保障水平除了山西、安徽为负增长外,中部其他省份均为正增长;中部地区推进社会发展需要增加更多的人文关怀,坚持走一条以社会发展质量为核心的发展型福祉提升之路。People＇s livelihood and well- being is starting point and ultimate objective of the regional social development. This paper proposes＂Principal- Subordinate Structure＂mechanism framework for evaluating the regional social development. It suggests that population quality and residents＇ living are cores of the regional social development. They are the ＂Principal＂of regional social development. Public service,social security,and harmonious development are regarded as the ＂Subordinate＂of regional social development. Thus,interaction between the ＂Principal＂and the ＂Subordinate＂comprises ＂Principal- Subordinate＂mechanism of the regional social development.Based on the ＂Principal- Subordinate＂mechanism,it establishes the evaluation framework and index systemof social development in Central China. Then by using this model,it analyzes social development＇s general tendency,dynamic evolution,and spatial- temporal characteristics of Central China（ 1990- 2011）. The results showed as follows： the social development processing is steadily advanced from 1990- 2011,especially after 2006. At the end of Eleventh Five- Year Plan,inter- provincial disparity expanded,while the disparity among the East,central and west relatively narrowed. Population quality,residents＇ living,public service,social security,and harmonious development tend to be balanced development at the Eighth Five- Year Plan. Population quality and residents＇ living has showed growth trend from 1990 to 2011,while the later faster. Central China should take developmental well- being improvement path which reflect,embodyand serve for the core of people- oriented.
