摘　　要：治安主体以维护治安秩序为最主要、最基本的目标,治安主体是治安秩序的控制力量和维护治安秩序的力量。在立体化社会治安防控体系建设的进程中,治安主体多元化建设势在必行。治安主体多元化的建构应在新公共服务理论、多中心治理理论、公共选择理论、公安群众工作路线理论和金钱衡量理论等警务工作理论的指导下,充分发挥公安机关在社会治安防控主体建设中的主导地位,加强对社会治安主体的培育和引导,注重创新多样化的社会治安主体运作形式,加强对社会治安主体扶持与支持的制度建设。To maintain the public security order is the most important and basic goal for the public security subject,which is the control power and maintaining strengthen of the social order.In the process of three-dimensional social order prevention and the control system construction,the diversity of public security subjects is imperative.The construction of diversification should be based on the new public service theory,multi-centers governance theory,public choice theory,public security work of the masses route theory and money measure theory and other policing theories,give full play to the dominant position of the public security organs,strengthen the training and guidance,focus on innovation and diversification of operation forms,and strengthen the support and system construction.
