健全国土空间用途管制制度的几点思考

摘　　要：国土空间用途管制是党的十八届三中全会以来中央做出的重大决策部署,是推动生态文明建设的重要措施,目前还处于探索阶段。文章在系统总结现行国土空间用途管制相关制度设计与内容的基础上,重点就用途管制的基本手段、执行效果和存在的问题进行深入剖析,提出了健全我国国土空间用途管制制度的六点建议:建立覆盖全域的国土空间用途管制制度,构建协调统一的国土空间规划体系,构建科学合理的国土空间用途分区,完善国土空间规划管控体系,健全自然资源产权的权益保护功能,以及加强自然资源环境调查评价与监测预警管理。Territorial space use control is a major deployment made by the Central Committee since the Third Plenary Session of the eighteen, and also an important measure to promote the construction of ecological civilization which is still in exploring study. This paper summarizes current systems related to territorial space use control, makes a deep analysis on the means, implementation effects and problems of use control, and finally puts forward six suggestions to improve territorial space use control system which are introduced as follows. Establish use control system covering the whole territorial space, build a harmonized territorial spatial planning system, construct a scientific and rational territorial space use zoning system, improve the protection function of natural resource property rights, and strengthen the investigation, evaluation, monitoring and early warning of natural resource and environment.
