闽台共同文化市场协同发展的体制与机制创新

摘　　要：闽台文化市场的搭建有其文化、历史、经济、政策等方面的优势,但也存在贸易逆差、合作面窄、配套不到位、市场调控力度不足等问题,两岸体制与机制差异是导致这些问题的关键。闽台应着力于体制协调与机制创新,为共同文化市场奠定基石。体制建设的关键点在于倾听和遵从民意;机制创新则可以从两岸对话和地方协商两处着力,考虑社会环境要素,使机制吻合市场规律和民间立场,并兼顾产业间的和谐发展。Construction of the cultural market between Fujian and Taiwan has its cultural,historical,economic and political advantages,but there are also problems of unfavorable balance of trade,narrow cooperation,weak support and poor market control. Difference in system and mechanism cross-strait is the root of the problems.People on both sides of the Strait should join hands to coordinate systems and innovate mechanisms to lay the cornerstone for a common cultural market between Fujian and Taiwan. The key point of system construction is to listen and to comply with public opinion. The mechanism innovation can be achieved by the cross-strait dialogue and local negotiation, considering social environmental factors to make the balance between the mechanism of market rules and the folk position and keep harmonious development between industries.
