美日深化在太空安全领域合作探析  

U.S.-Japan Space Security Cooperation in the New Era

摘　　要：2008年以来,美日两国在太空安全领域的合作不断深化,美日太空综合对话机制确立,新版《美日防卫合作指针》出台,相关技术合作进一步加强。该合作是在两国共同的战略利益驱动下实现的,且具体表现为美日之间的互相倚重。为了解决由于过分依赖太空系统而造成的"脆弱性"问题,美国需要借助日本推行分摊风险的策略。同时,为了主导国际社会制定太空治理规则,美国也要积极拉拢日本和更多盟友。美国的需求给予了日本巨大的政策调整空间,使其不仅突破了太空"非军事化"的限制,而且逐步改变"美主日从"的不平衡状态。美日将继续维持高水平的太空安全合作关系,并有可能扩充合作对象、扩展合作范围。Since 2008,the United States and Japan have strengthened their cooperation in space security by establishing the 'Comprehensive Dialogue on Space',incorporating outer space as new domain of the Guidelines for Japan-US Defense Cooperation 2015,and promoting related technology cooperation. Driven by both sides' common strategic interests,the U. S.-Japan space security cooperation has enhanced their interdependence. For coping with the vulnerability of space systems caused by over-reliance on them,the U. S. has to share space capabilities with Japan in order to increase re-siliency and reduce risks. Additionally,for the leadership of making international code of conduct on space,the U. S. needs to work with Japan and other allies. Japan has thus gained huge room for policy adjustment on space security by cooperating with the U. S. in recent years. It has not only broken the limitation of non-military principle in space,but also changed the unbalanced bilateral relations in this field. A high-level cooperation in space security will be maintained as more partners will be involved and the scope of cooperation will be further expanded.
