农转非社区参与式治理探析——以某县M社区为例

摘　　要：农转非社区作为城市化的产物,在社区治理方面呈现出社区居民参与意识不强、参与性公共平台缺乏、社区治理体系混乱的状况。生活场域的变化造成了农村居民的认同困境和归属缺失,导致了农转非社区的参与性治理缺陷。农转非社区的参与式治理应从政府、社会和居民三个层面推进,其中居民意识的形成是参与式治理的关键。As a product of urbanization,＂Agricultural to Non-agricultural＂community presents three deficiencies： weak sense of participation of resident,lack of participatory public platform and disordered community governance system. Changes of rural residents＇ living condition caused the identity predicament and the lack of attribution and led to the non-agricultural community participatory governance deficiencies. ＂Agricultural to Non-agricultural ＂Community governance should bring government,community organizations and residents together to foster how to participate in it together. And awareness of ascension is the key to participate in the governance.
