摘　　要：在纺织品供过于求、旧货大量积压、流通渠道不畅的现阶段,政府出台相关政策鼓励旧货暨二手服装流通,对满足多层次消费需求起到积极作用。在市场调研的基础上,提出了旧货流通行业自律制度建设需要培育相关动态联盟的思路和建议;简述了在社区和校园发展跳蚤市场,需通过试点鼓励经营者成立自律管理小组的必要性。At this stage, textiles supply exceeds demand, a large of second-hand goods overstock, and circulation channel is not smooth. The government has introduced the relevant policies to encourage second-hand goods and second-hand clothing circulation, to meet the multi-level consumer demand that has played a positive role. On the basis of market research, this paper proposes the idea that constructing second-hand goods circulation industry self-discipline system needs to cultivate related dynamic alliance, and briefly introduces the necessity through the pilot to encourage to establish self-discipline management team among the operators, when developing flea market in the community and campus.
