摘　　要：为了提升中国创新能力,借鉴欧盟从1999-2011年实施创新政策措施的经验教训,在创新政策趋势图和创新联盟记分榜的数据基础上分析了创新政策对发展经济、科技的作用。总结了欧盟创新政策成功的经验,并就我国如何制定合理、有效、完整的创新政策提出了意见和建议。In order to upgrade Chia＇s innovation capacity,referring to experience and lessons learned from implementing innovative policies and measures from 1999 to 2011by the EU,the functions of innovation-concerned policies on developing the economy and technology were analyzed on the basis of innovation-concerned policy tendency charts and Innovation Union Scoreboard（IUS）data.Successful experience concerning the EU＇s innovative policies was summarized.In addition,opinions and recommendations were introduced on how to formulate rational,effective and intact innovation-concerned policies in China.
