摘　　要：随着跨地区及国际间科技问题的逐渐增多,加之与民生相关的科学技术迅速发展,科技发展呈现出复杂化、民生化与多主体参与等特点,从治理视角解读科技管理已成为西方学界的热门话题,尤其在能源、转基因、纳米技术等领域。但我国学者对科技治理的研究,无论是理论体系构建,还是科技治理参与主体、组织机制及国际性治理等均刚刚起步。因此,厘清近10年国外科技治理领域关注的热点问题,探索国外学者在科技治理模式构建、机制建设、政策工具应用和政策学习等方面取得的经验和教训,能为我国科技治理工作提供参考,并为深化科技体制改革提供借鉴。Along with the inter regional and international scientific and technological problems are gradually increasing,coupled with the rapid development of science and technology related to the livelihood of the people,the development of science and technology is gradually showing the characteristics of complex,civilian biochemistry and multi subject participation,from the perspective of governance,science and technology management has become a hot topic in the western academic circles,especially in the fields of energy,genetically modified,nanotechnology and so on.However,the research on the problem of science and technology governance in China,whether it is the construction of the theoretical system,or the participation of the scientific and technological management system,the organization mechanism and the participation of international governance issues.Therefore,to clarify the problems in the field of science and technology governance in recent years,and pay attention to the experience and lessons from foreign scholars in science and technology management mode,the application of policy tools and policy learning,and to provide reference for the scientific and technological management.
