摘　　要：一直以来,控制人口是上海市城市管理的目标之一,在这种背景下,上海市逐渐形成"以证管人,以房管人,以业管人"三管齐下的调控手段。本文通过对历年上海市人口调控政策进行梳理,总结各阶段人口调控的特点,从人口管理、人口规模、人口结构等方面对人口调控政策进行综合评价,找出当前人口调控政策存在的问题,并试图提出完善人口调控政策的路径。The population control policy is gradually improving since it has been implemented in Shanghai. Based on population management,housing management and industrial adjustment,this paper summarizes and evaluates the changes and features of Shanghai population control policy from the perspectives of population registration management,variance of population and population structure alteration. It also put forward the problem about the policy and future direction on policy reform.
