广西医务人员对基本公共卫生服务均等化政策的认知调查

摘　　要：[目的]了解广西医疗机构医务人员对基本公共卫生服务项目的认知现状,为促进基本公共卫生服务工作开展提供参考和建议。[方法]采取多阶段随机抽样的方法,抽取了广西3个城市,每个城市分别抽取1家三甲医院、1家县级医院、6家社区卫生服务中心和6家乡镇卫生院医务人员、对基本公共卫生服务均等化政策的知晓度及态度,公共卫生服务均等化政策实施对个人及个人所在单位的影响,以及对社区卫生服务机构/乡镇卫生院未来发展重点的认知等进行调研。[结果]45.12%医务人员了解基本公共卫生服务均等化政策,政策受关注度不高;医务人员对该政策的主观认知度虽存在差异,但认知程度普遍较高;72.26%的医务人员认为基本公共卫生服务均等化政策实施对个人有正面影响;61.04%的医务人员认为基本公共卫生服务均等化政策实施对所在单位有正面影响;91.81%的医务人员支持基本公共卫生服务均等化政策的实施;80%以上的不同医疗机构的医务人员都认为基层医疗机构需共同加强基本医疗和公共卫生服务。[结论]服务手册、专栏、医生培训等宣传手段可以加强医务人员对基本公共卫生服务均等化政策的认知,绩效考核等方式能提高医疗机构的重视度和医务人员的工作积极性。但在全面开展基本公共卫生服务规范的基础上,可允许不同地区基层医疗机构有针对性重点开展卫生服务项目,以确保基本公共卫生服务均等化政策全面、有效地实现。Objective To know cognition present situation of medical staffs＇ recognition to basic public health service equalization policy in Guan- gxi so as to provide reference and suggestion for promoting basic public health service development. Methods Selected 3 cities by multi - stage random sampling method. Selected one top three hospital, one county level hospital, 6 community health service centers and 6 rural township hospitals in each city. Descriptive analyzed the awareness and attitude, the influence of community health service centers/ rural township hospitals＇ future development. Results 45.12% medical workers understood the basic public health service equalization policy, but the policy attention was not high. There was different on subjective cognition of medical staffs to the policy. 72. 26% medical staffs thought the equalization policy implementation had a positive effect on individuals, and 61.04% medical staffs thought it had a positive effect on organization. 91.81% medi- cal staffs supported the implementation of basic public health services, and more than 80% medical staffs in different - level medical institutions agreed that basic medical institutions should strengthen basic medical and public health services at the same time. Conclusions Performance ap- praisal may improve consideration of organizations and working enthusiasm of medical staffs. Allow basic medical service organizations in differ- ent regions to pertinency operate health services which is based on comprehensively carry out basic public health services spcifications, so as to make certain comprehensive and effective implementation of basic public health services equalization policy.
