民国新疆溜胎羔皮贸易述略——以金树仁主政时期为中心

摘　　要：溜胎羔皮贸易在民国时期新疆对外贸易中占有重要地位。杨增新主政时期新疆溜胎羔皮贸易基本未受政府的干预。金树仁主政后,为增加新疆省财政收入,成立了溜胎羔皮公司,实行专卖制度,禁止民间私自买卖。此后由于社会动荡,金树仁政府不得不用溜胎羔皮换取苏联武器,严禁生产胎羔皮的禁令在无形之中被取消。盛世才上台后延续了溜胎羔皮专卖制度,以获取高额利润。从溜胎羔皮公司成立的背景、目的和经营情况可知,该公司损害了新疆商人的利益,不利于新疆对外贸易的发展,最终被取消。To increase revenue and maintain livestock long-term development,Jin set up the lamp skin company that the high profits' lamp skin had been exercised monopoly,and banned to slaughter ewes and lambs.Since the war,the Xinjiang government had to take lamp skin in exchange for Soviet weapons and machinery.So the banning about the production of lamp skin was canceled in virtually.But this monopoly system had been continued in Sheng Shi-cai period.We can know the company harmed the interests of the far traders and didn' t conducive to the development of Xinjiang' s foreign trade form the company' s background,purpose and operation,so it was eventually canceled.
