农村集体建设用地流转全过程监管的业务流设计与系统实现——以重庆市为例

摘　　要：针对农村集体建设用地流转中存在的问题,重新梳理了土地流转业务流程,厘定了"现状-规划-拆迁-复垦-验收-交易-使用"七个环节的流转过程,详细设计了每个环节中所涉及的业务流程,研发了农村集体建设用地土地流转全过程监管系统。为农村土地流转的健康、有序发展和土地流转过程的风险防范提供技术保障。该系统在重庆进行了示范应用,取得了良好的应用效果。The problems during the rural collective construction land circulation need to be addressed and a new design is present to avoid the shortages found in the early process. In this paper, a re-combing program is proposed： ActualityPlanning- Demolition- Reclamation- Acceptance Trading- Application. This design includes detailed business process of each step and a whole-course supervision system for rural collective construction land circulation, technical support for reducing the risk in the development process of the healthy and rural land transformation. This system has been put into application as demonstration in Chongqing and proved that is effective.
