农地确权对农村土地流转的影响研究——基于农民分化的视角

摘　　要：一直以来,农村土地产权弱化、主体缺位等都被认为是影响或制约农村土地流转的重要因素。对此,国家也开始农地确权来强化农民对土地产权的拥有。同时,随着城镇化的迅速发展,农村劳动力大量向城市转移,农民出现了一定程度的阶层分化。在此背景下,测度农地确权对农村土地流转的具体影响将是本文的主要研究目的。文中基于农民分化视角,利用天津市蓟县周边15个行政村的问卷调查数据,运用Logistic模型测算农地确权对农地流转的具体影响。结果表明:农地确权政策对农地流转具有正向的显著影响。基于以上研究,文中提出应当根据不同类型农户区别制定产权保障制度、完善土地权能结构、逐步弱化农地的社保功能并强化其资产功能等政策建议。All the time since,weakening of the rural land property rights and main body vacancy are considered to be the important factors to influence or restrict the rural land circulation. In this regard,countries have begun to strengthen the farmland right to make sure the owning of land property rights. At the same time,with the rapid development of urbanization,when a large number of farmers transferred to the city,there appeared a certain degree of farmer social stratum differentiation. Therefore,this research measured the specific influence of farmland right to rural land circulation. Based on the perspective of farmer＇s differentiation,with the survey data of 15 administrative villages surrounding the Jixian County,Tianjin,by using the Logistic model to estimate the specific impact of land ownership to the land transfer. The results show that the transfer of occupation class differentiation,the proportion of non- agricultural income,rural land right and mortgage right of farmer transfer into were positively affected the farmland,and farmland ownership,agricultural land circulation situation and cognition of farmland had a significantly negative effect to the land transfer,but the ownership of agricultural land circulation had a significantly negative effect. Based on above conclusions,we made some policies recommendations that it should make the rights protection system based on the different types of farmers,improve the formulation of land power structure,weakening the social security function of rural land assets and strengthen its function and policy suggestions.
