摘　　要：2013年欧盟共同农业政策进行了新一轮改革,直接支付发生了重大变化。本文系统分析了本次改革对直接支付的要求,以及随后各成员国根据改革要求提出的执行计划。通过梳理认为,直接支付在欧盟层面原则的统一性和成员国层面操作的灵活性,有利于保障欧盟食物供给和农民收入的稳定,有利于促进欧盟农业的可持续发展。EU Common Agricultural Policy(CAP)reformed at the end of the year 2013,and the direct payments changed significantly.The paper studied the EU direct payments schemes.Through the analysis above,we believe that the unity of the principles at EU level and the flexibility of operation at member states level will promote the sustainable development of EU agriculture.
