摘　　要：本文主要讨论通信运营商在相关互联互通服务市场中有关市场支配地位认定问题。在固定电话网络接入服务市场、移动电话网络接入服务市场和宽带网络接入服务市场中,在全国范围内通过对运营商市场份额的确定来判断是否拥有市场支配地位。在卫星通信网络接入服务市场中,则需要在全球范围内通过对运营商市场份额的确定来判断是否拥有市场支配地位。要确定上述运营商市场份额就必须要求五家纵向一体化的基础电信运营商实行会计分立制度。在互联网电视集成平台接入服务市场中,在全国范围内七家提供互联网电视集成平台接入服务的广电企业都无法拥有市场支配地位。在IPTV集成播控分平台接入服务市场中,在每一个省内省级电视台都构成了独家垄断。This paper focuses on the issue of the identification of dominant market position of communication operators in the relevant service market of interconnection and intercommunication. The dominant market position of the operators is determined by their market share nationwide in the network access service markets of the fixed telephone, the mobile telephone and the broadband. In the market of satellite communication network access service, the position is determined by their market shares in the world. Thus the identification of market shares of the above-said operators calls for separate accounting systems among the five basic telecommunication operators of vertical integration. In the market of Internet TV integrated platform access service,the seven radio and television enterprises, which provides services for accessing Internet TV integrated platform, cannot dominate the market. But each provincial TV station monopolizes the dominant position in the access service market of IPTV integrated broadcast and control platform.
