刍议拜杜法案对促进吉林省高校科技成果转化的启示

摘　　要：本文通过对《拜杜法案》核心思想和主要手段的提炼,论述了吉林省在设计和制定高校知识成果转化政策的过程中应该注意的几个重要问题。在我国"大众创业、万众创新"的大环境中,本文的结论对于科技管理部门制定促进科技成果转化的科技政策具有很大的启示意义。This paper discusses some important problems that need to be pay attention to in the process of designing and making the university knowledge achievement transformation policy in Jilin province, by extraction of the core ideas and main means in Bayh Dole Act. In the big environment of' huge entrepreneurship and mass innovation', the conclusion of this paper has great enlightenment for administrative department of science and technology to formulate scientific and technological policies on promoting transformation of scientific and technological achievements.
