转型期高校知识产权状况剖析与发展对策研究

摘　　要：转型期高校面临着知识产权流失的困境。如何加强转型期高校知识产权管理与保护是高校转型期间的重要任务。也是保护高校利益、国家利益的重要内容。通过分析转型期高校知识产权面临的四种流失主要途径:外单位窃取、成果转让过程中的流失、人员流动、无形流失,提出六个方面的建议,为转型期高校的知识产权保护提供更加严密的保护:强化知识产权保护意识;"保护与鼓励应用"的二元结构尽量平衡;建立人员流动知识产权登记制度;完善教师评价与激励制度;正确处理"知识产权管理"与"科研成果管理"之间的关系。Universities in the period of transformation will face with the loss of intellectual property. How to strengthen the management and protection of intellectual property rights of universities is an important task in the transformation period of universities. It is also an important part of protecting the interests of the university and the country. Intellectual property in universities in the transformation period mainly involves four loss ways of stolen by other units, loss in the transfer of achievements, personnel flow, and Invisible loss. This article pro?poses six suggestions to provide a more rigorous protection for intellectual property of universities in the transfor?mation period. Strengthening the protection consciousness of intellectual property rights, balancing the dual structure of protection and encouragement of application, establishing intellectual property right registration sys?tem for flowing person, improving evaluation and incentive system for teachers, and handling correctly the rela?tionship between the intellectual property management and research achievements management.
