河南高校图书馆公益性信息服务机制创新研究

摘　　要：公益性信息服务是信息化发展的关键部分,高校图书馆在信息资源网络化、信息服务共享化的时代应发挥领头羊的作用。河南高校图书馆目前的公益性信息服务存在设施健全但人才稀缺、服务平台不稳且权责不明、激励乏力加上监督缺失等机制缺陷。河南正在实施的重大战略对高校图书馆的公益性信息服务提出了要求也创造了条件,应建立一种经费分列、人员独立,平台稳定、职责明确,激励到位、监督直接的公益性信息服务机制。Public information service is a key part of information technology development, college libraries should play a leading role in theear of information resources network and information service sharing. College li?braries in Henan have some systematic defects in current public information service, including sufficient facili?ties yet insufficient talent, clumsy service platform and indistinct post, weak Incentive measures and lack of su?pervision. The major strategy being implemented in Henan will propose requirements and create opportunities for the public information servicein college libraries. They should establish a public information service mecha?nism with financial category, independent personnel, stable platform, clear responsibilities, incentives in place, and direct supervision.
