摘 要:借助于林业统计资料,利用DEA的Malmquist生产率指数模型,对2003-2012年我国林业旅游资源开发绩效进行了测算。结果表明,总体上我国林业旅游资源开发技术效率增长态势良好,年均增长率为5.8%,但年度间则呈现较强的波动性且部分年份效率值偏低;从区域角度看,东、中、西三大区域的林业旅游资源开发FTP技术效率均实现了增长,且各区域TFP指数增长较快的关键因素仍在于技术进步,且东部省份TFP指数增长显著低于中部和西部省份;从各省市区具体情况看,我国近1/3的省份林业旅游资源开发效率存在下降的情形,其余省份技术效率呈现正增长,但差异较大;从Malmquist生产率指数分解来看,仍有15个省份存在技术进步或技术效率损失的情形,且青海省技术进步和技术效率损失并存。Based on the forestry statistical data and the use of Malmquist productivity index of DEA models,this paper calculates the performance of tourism resource development of forestry in China between 2003 and 2012.The result shows that the technical efficiency growth of overall tourism resource development of forestry in China is good,the average annual growth rate is 5.8%,but the annual increase shows strong volatility and the efficiency value of several years is low.From the regional perspective,FTP technical efficiency of forestry tourism resource development in the big three areas of eastern,central and western China all achieve the rapid growth,and technical progress is still the key element for the fast growth of the regional TFP index,and the growth of TFP index in eastern region is lower than that in the central and western regions.From the specific situations in different provinces,nearly a third of the efficiency of China's forestry tourism resources development is declining,while the technical efficiency in other provices,municipal cities and autonomous regions shows positive growth,but big differences still exist.From the point of Malmquist productivity index decomposition,there are technological progress or technology efficiency loss in 15 provinces,among which technological progress and technical efficiency loss coexist in Qinghai province.
