福建自贸区建设背景下政府购买社会组织公共服务的困境及对策

摘　　要：在传统公共行政向新公共管理转变的过程中,政府逐步转变职能和执政方式,不再仅仅是公共产品和公共服务的唯一提供者,政府购买社会组织公共服务是未来的必然趋势。福建自贸区建设对政府购买社会组织公共服务有着重大意义。文章系统分析了福建省政府购买社会组织公共服务的现状,在此基础上认为法制体系不完善、社会组织发展自身的缺陷、缺乏有效的评估机制、政府购买动力不足是主要的制约因素,并从健全法制保障、完善社会组织发展的培育制度、健全评估机制、构建政府与社会组织的合作互动机制、加大财政投入力度、规范财政预算体系等方面提出对策建议,旨在提升政府购买社会组织公共服务的效率。In the process of changing the traditional public administration to the new public management,the government gradually transforms its functions and ruling ways.The government is no longer the sole public product and public service provider,and government purchase social organizations public service is the inevitable trend of the future.Fujian Free Trade Zone（FFTZ）has great significance on the government purchase of public service.The research finds out the main restricting factors are the incompletion of the legal system,the shortcomings of social organization development,lack of effective evaluation mechanism and government purchasing power shortage.And it then proposes suggestions from completing sound legal system,improving the social organization development,establishing government and social organization of public service mechanism,improving the financial investment and standardizing the financial budget system so as to promote the efficiency of government purchase of social organizations public service.
