摘　　要：东北三省作为国家重要的老工业基地,必须进一步促进创新驱动,进一步提升区域科技创新能力。在"十二五"时期,东北老工业基地已顺利完成区域科技创新发展规划确定的主要目标和各项任务部署,自主创新能力大幅提升,创新型区域体系建设取得重要进展,为东北地区经济发展、社会进步、民生改善和生态环境建设做出了积极的贡献。在"十三五"时期,东北老工业基地应继续深入实施区域科技发展工程,重点推进"创新行动计划",超前部署科技发展优先领域的基础研究,加强科技创新创业人才培养,进一步促进东北老工业基地区域协同创新,支撑"十三五"科技发展主要目标的顺利实现。Three provinces in the northeast of China as a national important old industrial base,we must further promote innovation driven,to further enhance the regional science and technology innovation ability.In the ' Twelfth Five Year Plan' period,the northeast old industrial base has been successfully completed the deployment of regional science and technology innovation and development plan to determine the main objectives and tasks,significantly enhance the capability of independent innovation,science and technology for economic and social development leading role in supporting significantly enhanced and innovative province building made important progress,has made a positive contribution to the province's economic development,social progress and the improvement of people's livelihood and ecological environment construction.In 45 period,the northeast old industrial base should continue in-depth implementation of the regional science and technology development project,focusing on promoting 'innovation action plan',ahead of the deployment of basic research in the priority areas for the development of science and technology,strengthen technology innovation and entrepreneurial talent to foster innovation and entrepreneurial team construction,deepening the reform of science and technology,promoting the northeast old industrial base construction of innovation system,to further enhance the regional science and technology innovation ability,support45 science and technology development of the main objectives of the smooth realization.
