摘　　要：本文介绍了认知无线电的感知、分配及共享等相关技术,并针对其技术特点提出了一种以无线电管理机构为感知主体,基于认知无线电技术进行统筹分配的动态频谱管理构想。The article introduces the techniques such as spectrum sensing, allocation and sharing belonged to Cognitive Radio. And base on CR（Cognitive Radio）, proposing a plan as a whole- concept of Dynamic spectrum management, which from the angle of the radio control agency.
