摘　　要："十二五"期间常规天然气勘探开发双丰收,较好实现规划目标,而煤层气规划目标再次落空,页岩气产量第一次超越煤层气,但未达到规划目标,生物天然气发展稳健,煤制气出现停滞。"十三五"期间,以天然气供给侧改革为契机,深化体制改革,推动机构重组,加快法治建设,加快矿权改革,加快煤层气(煤矿瓦斯)开发,提速页岩气开发,加快生物天然气生产,积极稳妥发展煤制气,为减缓气候变化以及大气污染治理和经济社会发展,提供更多低碳能源供应能力。During 12（th） Five-Year, great achievements have been made in natural gas exploration and development sector, and incremental proved reserves higher than ambitious goal.Gas production rises up to the planned level, coalbed methane（CBM）and coal mine methane（CMM） fail to reach the planning targets, shale gas production exceeds CBM production for the first time, but still less than the planning targets. Biogas steady development, coal to gas（C2G） falls in stagnation. Natural gas supply side reform will bring an opportunity to improve the performance of gas related issues towards 2020, which includes deepen reform, promote regime restructuring, accelerate the construction of the rule by law, accelerate reform of the mining rights, accelerate the development of CBM and CMM, biogas shale gas development, actively and prudently develop C2G, in order to provide more low carbon energy supply capacity to benefit the climate change mitigation, air pollution control and economic and social development in China.
