支持海洋生态经济发展的财政金融战略研究

摘　　要：海洋经济战略的推进以及海洋科技发展使人们对海洋资源的开发在广度和深度上得以不断延展。在海洋产业规模化发展的同时,海洋生态问题日益突出,构建经济、生态与社会协调发展的海洋生态经济体系已成为海洋产业持续发展的必然。作为海洋资源、经济产业与社会体制的融合体,海洋生态经济体系发展的公益性需要政府财政政策扶持,其本身的经济属性以及多阶段、多层次的产业特征需要多元化的金融体系支撑。在海洋生态经济系统的框架下,财政、金融政策应充分发挥扶持与推动作用,促进海洋生态经济的协调可持续发展。With the implementation of marine economic strategy,as well as the rapid development of marine science and technology,the exploration and utilization of marine resources are gradually deepening.However,influenced by the rising of marine economy and development of marine industry,the health of marine ecosystems continues to deteriorate,and it is necessary to pay more attention to the coordinative development of economy,ecology and society.As an important part of economic system,marine ecological economic system needs the fiscal support and encouragement for its public characters and diversified financial government policies for its multilevel industrial characteristics.This paper analyses the encouraging and supporting functions of the fiscal and financial policies on the development of marine ecology and economy under the frame of marine ecological system and give the suggestions for the operating mechanism and implement strategy on this issue.
