江苏沿海地区产业转型升级的政策与法治保障

摘　　要：从政策与法治保障的角度看,江苏沿海地区产业转型升级存在跨行政区域合力建设产业带的机制不够健全,支持产业转型升级的投融资政策法规不够完善,对特大型产业和生产性服务业支持重点不够突出,应对新兴产业发展过快的负面影响、产业环保政策及环境执法不尽到位等问题。必须抢抓"一带一路"和长江经济带国家战略为江苏沿海地区发展提供的重大机遇,进一步落实"沿海开发六大行动方案"的要求,积极实施好产业转型升级的重点项目,切实做到推行产业政策与强化环境法治同步,推动产业转型升级与确保可持续发展同步。As the development of Jiangsu coastal areas has been fitted into the national strategy,the industrial transformation has turned the economic depression into a industry highland. In terms of administrative and legal support, there are a lot of issues to be solved, such as the mechanism for cobuilding the industrial belts that cross the borders of administrative areas; the policies and laws of investment and financing, the support of big industry and producer services; development of burgeoning industries, and enviornmental protection. We must grasp the opportunity provided by the national strategy of ＂the Belt and Road＂ and Changjiang economic belt, meet the requirements for ＂six plans for coastal development＂, finish the key projects of industrial transformation, coordinate the relationship between industrial administration and environmental protection, as well as that between industry transformation and sustainable development.
