京津冀协同背景下的北京物流系统重构

摘　　要：京津冀经济区作为我国继长江三角洲、珠江三角洲之后拉动中国经济增长的又一核心区域,是我国城市分布最密集、综合实力最强的区域之一。京津冀协同发展背景下,北京作为首都与京津冀经济区的核心城市,重塑北京物流系统必将对北京物流发展,对天津、河北承接产业转移产生重要影响。针对北京市现有物流系统所表现出的一系列特点,如服务主体多元化、多组团格局基础上形成的二层级网络结构、需求保障型特征明显、末端物流占主导等,为更好地满足城市定位调整的需要,更好地适应城际运输便利化、网络购物迅速增长、产业疏解外迁加速的大形势,必须对北京物流系统进行重构。一是确立三级物流体系,构建大首都物流圈系统;二是鼓励与周边地区合作,推动大型物流设施外围化;三是引导商业设施物流化,促进小微物流系统成形;四是加强末端配送平台配套,助力共同配送发展。As another core region to drive China＇s economic growth,Beijing- Tianjin- Hebei region will be one of the regions with the most intensive city distribution and the most significant strength. Beijing is the capital city of China;and it is also the core city of Beijing- Tianjin- Hebei economic circle. So,in the light of the Beijing- Tianjin- Hebei integration,the reconstruction of Beijing logistic system will be of great significance to the logistic development of Beijing and the undertaking of industrial transfer of Tianjin and Hebei. With the consideration of the characteristics of the existing logistic system of Beijing,such as the diversified main players of service,the bilayer network structure,the obvious feature of guaranteed requirement,and the dominant position of terminal logistics,to better meet the requirement of city positioning and adjustment and adapt to the current situation of facilitated inter- city transportation,the rapid developed online shopping,and the accelerated industrial relocation,we have to reconstruct Beijing logistic system,first,we should establish a three-level logistic system and construct a big capital logistic circle system;second,we should encourage the cooperation with neighbor cities and promote the relocation of large logistic infrastructure;third,we should guide the commercial infrastructure to be used as logistic ones and promote the formation of small and micro logistic systems;and fourth,we should strengthen the supporting system for terminal distribution platform and promote the development of joint distribution.
