高校综合改革视角下党政共同负责制实现路径

摘　　要：高校院系领导体制是现代大学制度的重要组成部分。在实践和认识上,院系领导体制和运行机制还存在着一些问题有待厘清与解决。从合法性、科学性、现实性上看,强化党政共同负责制是院系领导体制改革的方向。党政共同负责制的基本内涵是通过院系领导班子落实学校党政的决定和实现院系内部管理,主要内容是集体领导的决策形式、民主集中的议事方式、分工合作的运行机制。其内部治理结构可以分为党政共同决策、分工负责和群团组织管理监督、学术组织咨询审议两个层次。贯彻落实好院系党政共同负责制,需要从明确其地位、配备好院系领导班子、形成系统化制度保障、加强学术权力参与、发挥师生参与监督作用、强化督查和指导等几个方面构建起有效路径。Faculty leadership system is an important part of modern university system.There are still some issues to be clarified and resolved in regard to faculty leadership structure and operation mecha-nism both in practice and awareness.In legitimate,scientific and realistic points of view,to strength-en the System of Responsibility Assumed by both the Party and the Administration (SRAPA)is the direction of faculty leadership system reform.The basic meaning of SRAPA is that faculty leadership carries out decisions of both the Party and the administration,and implement internal management. Its main contents include the decision-making in the form of collective leadership,discussion in both democratic and centralized ways,and the operation mechanism of both labor division and collabora-tion.Its internal governance structure can be divided into the two levels,one is the other is joint deci-sion-making,division of labor on the Party’ s and government’ s part,the other is management and su-pervision on mass organizations’ part and consultation deliberation on the part of academic organiza-tions.To implement SRAPA well,we need to build an effective path from such aspects as clarifying its position,equipping with good faculty leadership,forming a systematic insuring system,strengthe-ning the participation of academic power,exerting the supervisory role of teachers and students,and strengthening supervision and guidance.
