摘　　要：西安高新技术产业知识产权综合能力在全面推进的同时,也面临着关键领域创新不够、成果转化不足、系统高效的管理和保护机制未完全形成等问题。结合知识产权能力评价理论以及西安现实状况,构建了"4维度-8层面-34指标"的高新技术产业知识产权能力评价指标体系,从不同层面和角度选取15城市作比较样本,对西安高新技术产业知识产权能力水平做出评价和比较分析,据此提出提升西安高新技术产业知识产权综合实力的主要方向。Enhancing the comprehensive ability of intellectual property rights is of strategic significance to the realization of innovation driven strategy and the construction of innovation oriented region. When pushing forward the comprehensive ability of Xi＇an high-tech industry＇s intellectual property rights, there are also some crucial problems remaining to be resolved, i.e. , the insufficient innovative capability in the key areas, low efficiency in achievements transformation and lacking of systematical as well as highly efficient protection mechanism. Combining with related theory and the reality of Xi＇an, an ＂4 dimension -8 index -34 level＂ evaluation system of high-tech industry intellectual property rights has been constructed. From different levels and angles, 15 cities have been selected as comparison sample to evaluate and analyze. Based on the results, the effective way is to be enhanced the comprehensive strength of Xi＇an high-tech industry＇s intellectual property rights.
