领导班子集中不理想的表现、原因及对策

摘  要:领导班子在集体决策及落实过程中需要实行集中。领导班子集中不理想现象主要表现在班长集中不力或集中过度、副职或班子成员闹"独立"或当"懒汉"、上级组织不能给下级主要领导以应有的支持等。集中不理想的主要原因是班长缺乏集中的理论与实践素养、副职和班子成员个人素质欠佳、上级调整领导班子不当、班子内存在着一种权力等级机制等。提高集中质量需要提升领导干部集中的理论素养、增强领导干部集中的本领、尽可能破除班子内存在的权力等级机制、提高副职的素养、合理配备领导班子。In the process of collective decision - making and implementing the decision, centralism is needed within the leading group. Inadequate centralism reflects mainly in that : the group leader is under - centralized or o- ver - centralized ; the deputy or other group members want to be " independent" or play an idle hand ; the superior organization fails to give due support to the major leaders of its subordinate units. The main causes lie in that : the group leader is short of theoretical and practical attainment in centralism ; the deputy or other members are incompe- tent ; the leadership reshuffling by the superior organization is inappropriate ; a hierarchy of power underlies within the group. To improve the validity of centralism lies in improving the leadership~ theoretical attainment and capa- bility of centralism, getting rid of the underlying power hierarchy within the leading group, raising the competence of the deputies, and making a proper set - up of the leadership.
