惠州历史文化名城地方立法保护的必要性研究

摘　　要：惠州继广州、潮州、肇庆、佛山、梅州、雷州、中山后,成为广东第八个国家级"名城"。针对惠州历史文化名城现有保护立法的现状,围绕国内历史文化名城保护条例上位法与其他城市历史文化名城保护条例情况、依据惠州目前立法条件和立法需求、国外相关城市历史文化名城保护条例情况三个方面内容进行了深入调研,学习其经验和做法,确定当地立法的必要性,提高当地名城保护立法的质量。After Guangzhou, Chaozhou, Zhaoqing, Foshan, Meizhou, Leizhou, Zhongshan, Huizhou becomes the eighth national city in Guangdong. For Huizhou historical and cultural city protection legislation present situation, we carry on the thorough research from three aspects： around the host law historical ＆ cultural city protection and other domestic cities＇ protection, on the basis of Huizhou legislative conditions and legislative requirements, urban historical ＆ cultural city protection regulations relevant to foreign situation, so as to learn the experience and practice, to determine the necessity of local legislation, to improve the quality of the local city protection legislation.
