中国政务微博发展对策研究——基于2014年的数据分析

摘　　要：2014年是中国政务微博发展的节点。总体而论,其规模、格局、政府参与度和信息传播效果等,皆超越往年,基本实现"软着陆",为融入国家治理体系奠定了基石。但是,治理理念相对滞后,区域、部门及城乡间的发展不平衡,官民"互粉率"偏低等问题依旧存在。针对存在的问题,提出了中国政务微博的发展对策:一要提升认知水平,基于"国家-公民"双本位的互联网政治新格局,明确主客体关系,重建治理结构;二要"去科层化",超越传统治理模式,彰显网络技术对于现代政治发展的功能意义;三要整合政治资源,增进专家治理的力度;四要妥善处理"国家-社会"关系,优化治理生态,大力培育社会治理新元素;五要加紧升级农村硬件系统,缓解城乡二元结构下的发展差距,力求均等化治理;六要根治现代公民的政治冷漠病,积极建构"政府-公民"的互动互信关系。2014 is the node time of Chinese government microblogging development. Generally, it surpassed the previous years in scale, structure, the degree of government participation and the effects of information communication, etc. , and basically achieved the goal of ＂soft landing＂, which laid the cornerstone for national governance system. However, there are still problems of out-dated concept of governance, unbalanced development among regions and departments, less communication between the government and people, and so on. To this end, the strategy is, firstly, to enhance a cognitive level, based on a new pattern of Internet Politics both concentrated on ＂nation＂ and ＂citizens＂, and clarify the relationship between the subject and the object, rebuilding governance structure; secondly, it＇ s necessary to ＂de-bureaucratize＂ the traditional governance mode and highlight the role of Internet in modern political development ; thirdly, we have to integrate political resources, enhance the intensity expert governance; fourthly, the ＂State - society＂ relations should be properly handled, optimizing the control of the ecological, vigorously develop social management of new elements; fifthly, we must upgrade rural hardware systems, ease the development gap between urban and rural areas; finally, we need to cure the disease of modern political apathy of our citizens and build the ＂government - citizen＂ interactive relationship of mutual trust.
