摘　　要：社区不是一个新名词,社区民主建设也不是一个新提法。1949年到1958年,新中国成立之初建立居委会,学者称之为"单位中国"。随后,我国进一步推动社会主义市场经济体制改革,社会发生巨大变化,"单位制"已经不适应我国社会发展的需要,城市问题日益严重。因此,我国必须要加强城市管理,充分发挥社区自治的功能,使社区居民在城市管理中担当主要角色,发挥主体作用。Community is not a new term,and community building democracy is not a new formulation. From 1949 to 1958,in the early years of new China neighborhood committee was set up,which was called ＂ unit China＂ by scholars. Then,our country took some means to promote our country socialist market economic system,so our society has undergone tremendous changes. Therefore,China must strengthen urban management,and fully functional community autonomy,so that the community residents play a major role in the management of the city.
