财政分权视角下的公共卫生支出问题研究

摘　　要：目的:研究财政分权制度对公共卫生支出的影响。方法:利用2000-2013年中国31个省市的面板数据,构建计量模型,进行回归分析,实证检验财政分权制度对公共卫生支出的影响。结果:财政支出分权与公共医疗卫生支出存在正相关关系,财政收入分权与公共医疗卫生支出存在负相关关系,财政支出压力、政府竞争弱化了支出分权对公共医疗卫生支出的正向影响,强化了收入分权对公共医疗卫生支出的负向影响。结论:应当在不断完善政府主导的医疗卫生投入机制基础上,要更进一步地明确政府、社会与个人在医疗卫生投入中各自承担的角色和责任,建立财权与事权相匹配的财政体制,将更多的资金投入到公共卫生等公共产品服务上来,让百姓更多分享发展带来的成果。Objective：To study the effects of fiscal decentralization on public health expenditure.Methods：Using 2000-2013 inChina＇s 31 provinces＇ panel data to construct econometric model and conduct regression analysis so as to make empirical analysison the effects of fiscal decentralization on public health expenditure.Results：There was positive correlation between fiscal expendi-ture decentralization and public health expenditure, while the negative correlation existed between fiscal revenue decentralization andpublic health expenditure. The pressure on fiscal expenditure and government competition weakened the positive effect of expendituredecentralization on public health expenditure, strengthened the negative effect of revenue decentralization on public health expendi-ture.Conclusion：Based on the constant improvement of government leaded health input mechanism, it needed to further clear theroles and responsibilities of the government, society and individual investment in health care in their commitment, establish the fiscalmechanism matched with financial authority and powers, spend more funds into public health products and services and let more peo-ple share the results brought by the development.
