基于多维贫困测度的贫困精准识别及精准扶贫对策——以粤北山区为例

摘　　要：贫困家庭的精准识别是实施精准扶贫的基础和前提。从多维视角识别和分析贫困更能挖掘贫困的本质,为政府制定反贫困对策提供更为精准的科学依据。基于Alkire-Foster多维贫困测度模型,以粤北山区农村家庭为例,多维度定量测算出主要贫困地区、贫困村、贫困维度和贫困家庭,并提出按贫困维度施策、按地区贫困和家庭贫困的程度决定扶贫资金的使用、建立以能力扶贫为导向的扶贫机制和提高基层干部扶贫管理能力等精准扶贫对策。The accurate identification of poverty is the basis and premise of accurate poverty alleviation.Identifying and analyzing poverty from a multi-dimensional perspective is more able to excavate the nature ofpoverty, which can provide a more accurate scientific foundation for the government to formulate anti-povertycountermeasures. Taking the case of rural families of the mountains in northern Guangdong, the paper makesan accurate identification of the main poor areas, poor countries, dimensions of poverty and poor familiesbased on Alkire-Foster model, and put forwards the accurate anti-poverty countermeasures such as imple-menting measures aimed at poverty dimension, using the poverty alleviation funds according to poverty levelsof areas, families and dimensions, establishing ability-oriented poverty alleviation mechanisms, improvinggrass-roots cadres of the poverty alleviation management ability, and so on.
