摘　　要：建设服务型政府是民主社会各国政府的发展方向,构建服务型公安机关是社会向前发展的必然趋势。在系统理论看来,构建服务型公安机关是一个庞大的系统工程,涉及政府和公安机关这个主体,社会组织和公众这些客体,以及相关法律制度的完善。The establishment of service-oriented government has been recognized universally around the world,so does the construction of service-oriented public security organs,which has become an inevitable trend. From the angle of systems theory,such construction is a huge systematic engineering,involving the subject like government and public security organs,the object like social societies and the public,as well as the improvement of relevant legal systems.
