完善我国海洋渔业资源管理的初步分析

摘　　要：我国管辖海域鱼类资源种类丰富,但渔业资源衰退现象仍没有改变。本文从自然资源经济学角度分析了我国海洋渔业资源衰退的主要原因,并结合海洋渔业资源的基本特性,提出完善我国海洋渔业资源管理的建议:建立渔业产权制度;实行渔业资源有偿使用;关注渔民,落实转产转业政策。以期为渔业管理者提供参考。Marine fisheries resources under the jurisdiction of China are declining despite of the abundance of species. This paper analyzes the reasons of the depletion of China＇s marine fisheries resources with the view of the natural resource economics. In line with basic characteristics of marine fishery resources, this paper forwards some proposals to improve the management of China＇s marine fisheries resources. Firstly, property right system in fisheries should be established. Secondly, the utilization of marine fisheries resources should not be free any more. Finally, fishers and the policy of ＂Dual-shift＂of fishers should be given more concern. Hoping that will provide a reference to fishery manager for future.
