“情景构建”模式下的北京市各区县卫生应急体系建设现状及对策分析

摘　　要：本文就北京市各区县卫生应急体系建设现状，存在的问题加以分析，为以情景构建为基础的突发公共卫生事件预案体系提供依据，为卫生应急能力建设提供建议；采用整群抽样的方法，对北京市16区县卫生应急体系建设过程中的政策保障、预案制定、法制建设、体制建设、机制建设、指挥决策系统进行调查；结果显示：北京市各区县卫生应急体系建设有了一定的长足发展，但仍有人员编制、经费投入、联防联控机制、决策系统建设以及预案体系建设等方面的不足。笔者认为完善规划建设和人员编制建设；提高经费保障力度；建立以情景构建为基础的预案体系；加强科技保障，完善指挥决策系统。In order to summarize the construction of health emergency system in each district and county of Beijing a questionnaire survey was conducted based on the model of ＇Scenario building＇ among the health and family planning commissions, disease prevention and control institutions, and health supervision authorities of the 16 districts and counties of Beiojing on the policy guarantee, plan formulation, legal system construction, system building, mechanism construction and command decision-making system. The results showed that 13 of the 16 districts and counties had incorporated the health emergency systen construction into the national economic and social development plan at the corresponding level; 12 disctricts and counties had developed and implemented their own health emergency system programs within the ＂Twelfth Five Year Plan＂; 13 districts and counties had included the routine health emergency grants into the fiscal year budgets of the corresponding level; all districts and counties had developed their own special plans for emergency public health events; 13 districts and counties had developed working guides for health emergency work; and 13 health administrative institutions, 7 disease prevention and control institutions, and 6 health supervion institutions had independent health emergency departments, and the other sections had appointed relevant departments to be in charge of health emegency work. In general, each district and county has progessed greatly, however, there are still many disadvantages in terms of personnel constructon, funds input, mechanisms for joint prevention and control, command decision-making system and preplan system construction.
