信息时代语境中公民社会的个体化--以韩国为例

摘　　要：许多先进工业社会中最新的个体化趋势也可以在公民社会领域看到,在这种领域中,个人自愿地联合起来,磋商公共问题并参与其中。本文呈现了过去十年韩国公民社会形态的变化:脱离正式的机构和组织,转向以信息通信技术为中介的松散的个人交流网络。本文所依托的研究分析了流行的非政治网络空间的典型特征及其在公民介入和政治参与中的作用。这些社区和论坛通常承担了分享日常生活事务信息的交流网络的功能。使它们在政治上具有重要意义的是,它们可以轻而易举地转换,进入政治和公共议题的集体行动领域和网络。不过,本文也表明,个体化的公民社会也有其自身的局限和问题。许多此类交流网络暴露出了在实现具体制度性改革的可持续性和能力上的弱点。此外,在参与者中间,还存在着投入、声音和影响不均等分布的问题。The recent trend of individualisation in many advanced industrial societies is also seen in the sphere of civil society, in which individuals voluntarily associate with each other to deliberate on public issues and participate.This article presents the shift of the forms of Korean civil society during the past decade away from formal institutions and organisations towards a loose communication network of individuals that is mediated by information and communication technologies. The research behind this article analysed the characteristic features of popular non-political online spaces and their role in civil engagements and political participation. Those communities and discussion forums usually functioned as communication networks for sharing information about the matters of everyday life.What made them politically significant was the fact that they could easily transform into spheres and networks of collective action on political and public issues. This article,however, also shows that individualised civil society has its own limits and problems. Many of the communication networks revealed weaknesses in their sustainability and ability to achieve concrete institutional reform. Moreover,there was a problem of unequal distribution of commitment, voice and influence among the participants.
