摘　　要：推进综合行政执法是构建现代政府职责体系和组织体系的客观要求,是转变政府职能的重要途径,是完善基层治理体系的关键举措。综合行政执法改革的难题在于执法主体的法律地位不明确,法律依据不统一,执法程序不规范,职权划转的关系还没有理顺、部门间配合协调不够,基层执法力量不足、执法队伍编制不统一等问题。破解综合行政执法的对策建议是完善法律法及制度程序,推进行政执法结构重组,实现执法重心下移,加强行政执法队伍建设,完善行政执法职权的合理划转,构建权责清晰、协调配合的行政执法体系,整合行政执法资源,完善综合行政执法配套改革,增强改革的整体性、联动性、系统性,以实现政府整体性治理提升。Promoting comprehensive administrative law enforcement is the subjective requirement to build a modern government responsibility system and an organization system,an important way to change the government functions and a crucial measure to improve basic level management system as well.The problems for the comprehensive reform of administrative law enforcement represent the following aspects;the legal status of law enforcement main body is not clear,the legal basis is not unified,the law enforcement procedure is not standardized,the relationship of power transfer is not straightened out,the coordination between government departments is not enough,the grass- root law enforcement power is insufficient,or the authorized size of law enforcement team is not unified.The countermeasures and advices to solve the comprehensive administrative law enforcement difficulties are to improve the system of legal method and procedure,promote the restructuring of administrative law enforcement,implement law enforcement center downward,strengthen the administrative law enforcement team,perfect the reasonable transfer of administrative law enforcement authority,build an administrative law enforcement system with clear responsibilities and coordinated cooperation,integrate administrative law enforcement resources,improve the law enforcement coordinated reform,and strengthen the integration,correlation,systematicness of the reform,in order to realize the government integrity management.
